Techiman North District Assembly holds first Inter-Sectoral Coordination and Cooperation Meeting

The first intersectoral meeting for the year 2023 was successfully held on Thursday, 20th July, 2023 with representation from agriculture sectors, educational, justice, health, security, social, economic, infrastructure sectors, energy, financial, environmental, education and telecommunication.

Hon. Addo Donkor Everson, the District Chief Executive, welcomed all participants to the meeting. He commended all sectors for their performance in delivering services to the people in the district during 2022. He expressed appreciation to stakeholders for their contributions to the Assembly’s performance.

The purpose of the meeting was to review the 2023 plans of various sectors, as discussed in the previous meeting held in September 2022. Members were encouraged to actively contribute to the discussions to ensure a successful outcome.

The various Departments, Agencies, Corporations, and institutions presented their activities performed from January to June 2023 under agriculture sectors, educational, justice, health, security, social, economic, infrastructure sectors, energy, financial, environmental, education and telecommunication.

He commended all sectors for their performance in delivering services to the people in the district during 2022. He expressed appreciation to stakeholders for their contributions to the Assembly’s performance.

The purpose of the meeting was to review the 2023 plans of various sectors, as discussed in the previous meeting held in September 2022. Members were encouraged to actively contribute to the discussions to ensure a successful outcome.

The various Departments, Agencies, Corporations, and institutions presented their activities performed from January to June 2023 under agriculture sectors, educational, justice, health, security, social, economic, infrastructure sectors, energy, financial, environmental, education and telecommunication.

Certainly! Here’s a summary of the activities carried out by the security and education sectors in the District during the specified period:

Security Sector

Ghana Police Service (GPS)

  • Investigated and prosecuted reported cases.
  • Organized sensitization exercises on motor traffic regulations in Tuobodom and Krobo.
  • Conducted regular patrols, especially in Buoyem, to reduce crime.
  • Carried out operations in Tuobodom and Aworowa, resulting in the arrest of some “wee” smokers.
  • Ensured daily motor traffic duties to enhance road safety.

Ghana National Fire Service (GNFS)

  • Conducted safety inspections at facilities, providing advice based on findings before permit approval.
  • Trained two fire volunteer squads in Offuman and Buoyem.
  • Collaborated with the Road Safety Authority to reduce road accidents within the District.
  • Sensitized stakeholders on fire certification and adherence to stipulations (L.I. 1724) for existing fire certificates.

Ghana Immigration Service (GIS)

  • Erected barriers on the Techiman-Tuobodom highway to monitor immigrant entry.
  • Undertook six monitoring exercises to assess immigrant activities.
  • Collaborated with the District Assembly and other security agencies to maintain security.

Ghana Education Service (GES)

  • Supervised teacher training in the Learning Programme.
  • Conducted routine monitoring of Learning Program activities, including teacher attendance and work output.
  • Organized orientation for 2023 BECE invigilators and debriefing for BECE candidates.
  • Collaborated with the Assembly for the 66th Independence Day celebration at Tanoboase.

Senior High Schools (SHS)

  • Collaborated with the Assembly to monitor projects on school campuses.
  • Delivered lessons and provided amenities to students.
  • Organized briefings for WASSCE candidates.

National Commission for Civic Education (NCCE)

  • Sensitized stakeholders on the 2023 District Level Elections through CICs and radio stations.
  • Promoted women’s participation in the elections.
  • Educated students in various communities (Tuobodom, Aworowa, Akrofrom, Krobo, and Tanoboase) on teenage pregnancy and HIV/AIDS.
  • Assisted pupils from St. Francis R/C, Combat Academy, and Tanoboase Fr Martins in attending an excursion to Bui Dam.

The institution in the sector during their presented reported of successes chalked within the District as a result of the strong collaboration between them and the Assembly. The activities performed from their 2023 Action Plans were reported as follows:

The Ghana Health Service presented under-listed activities in its 2023 plan that were performed during the period under review:

  • Organized health screening exercise for student at Akumfi Ameyaw and Krobo Senior High Schools in March 2023
  • Supervised the various sub-districts in healthcare delivery
  • Organized DHMT meetings with facility surveillance officers in January and June
  • Organized monthly clean up exercise at the district health directorate
  • Monitored OPD attendance at various centres
  • Organized sensitizations on the use of mosquito net and measures to reduce malaria cases in the District

The National Health Insurance Authority presented the following activities performed out of its 2023 Annual Action Plan during the period under review:

  • Recorded about 800 registrations of persons onto the scheme
  • Renewed insurance of existing over 1500 clients
  • Organized sensitization to educate the general public on the benefits of the insurance

The Ghana Ambulance Service (GAS)

reported the following activities it carried out from its 2023 Action Plan in the District.

  • Responded and attended to cases
  • Conducted public education on the work of the Service at Community Information Centres and Radio Station between February and April 2023.
  • Trained Eureka Garages Association at Tuobodom Magazine and Bonya Fire Volunteer Squad on first AID in March and May respectively.
  • Educated market women and drivers in Tuobodom on how to respond to emergency situations in January, 2023

During deliberations, it was revealed that the Nyansuaka CHP Compound was faced with water challenge. Management in response to the issue indicated that plans were underway to procure an overhead tank for the facility.

After deliberations, Members advised the Health Directorate to encourage the CHP Compound to take an opportunity of the rains and use the rain harvesting mechanism to harvest rain and use it to run the facility.

ENERGY SECTOR

The representatives of the institutions in the sector indicated that there had been improvement in the collaboration between the respective institutions and the Assembly in 2023. They reported the following activities performed in the first half of the year.

Volta River Authority (VRA)/Northern Electricity Distribution Company (NEDCO)

The Company presented the underlisted activities performed in the District during the period under review.

  • Undertook routine maintenance of VRA lines at Tuobodom, Jama, Aworowa, Krobo and Abrafi Estate.
  • Extended electricity to Tanokrom, Anwea, Fitri, Amangoase and Sumbuor
  • Organize public education at Offuman and Tuobodom on the use of electronic gadgets
  • Facilitated the extension of electricity to projects such as District Education Office, CHPs Compounds at Subingya and Tanoboase.

Ghana Water Company Limited (GWCL)

The Company presented the underlisted activities performed in the District during the period under review.

  • Supervised private water suppliers at Tuobodom, Abrafi Estate, Aworowa to provide good drinking water
  • Extended water to residents at Tuobodom-Adantase, Aworano
  • Conducted routine inspection of Ghana Water pipelines at  Tuobodom and Jama

ECONOMIC SECTOR

The institutions under the economic sector including Ghana Statistical Service (GSS), Youth Employment Agency (YEA), Office of Stool Lands Administrator (OSLA), Driver and Vehicle Licensing Authority (DVLA), Business Advisory Centre (BAC). They activities performed in the District from their 2023 Action Plan as follows:

Youth Employment Agency (YEA)

The Agency presented the underlisted activities performed in the District during the period under review.

  • Recruited personnel into the support staff at secondary schools such as kitchen cleaners, labourers and pantry staff
  • Renewal of contract of Community Police Assistants
  • Begun process for the recruitment of youth community health

Ghana Statistical Service (GSS)

The Service presented the following activities performed in the district during the period under review.

  • Conducted survey on consumer price index in the first quarter of the year.
  • Begun collection of data on ratable properties at Offuman
  • Preparation towards the conduct of survey on Demographic Health

Office of Stool Lands Administrator (OSLA)

The Representative of the OSAL reported on the following activities performed in the district during the period under review.

  • Educated Nananom on the effective management of stool lands in the District.
  • Provided and supervision to ensure lands in the District were properly developed.
  • Organized sensitization on stool lands in Ghana at Krobo and Offuman

Driver and Vehicle Licensing Authority (DVLA)

The DVLA performed the underlisted activities during the period under review:

  • Approved applications for driver/vehicle licenses on daily basis
  • Supervised vehicle testing centres at Tuobodom to ensure proper testing of vehicles to ensure road worthiness
  • Collaborated with Road Safety Authority to conduct sensitization at Tuobodom for public and private drivers in the District on road regulations.

Business Advisory Centre (BAC)

The Centre presented the following activities performed out of its 2023 Annual Action Plan during the period under review:

  • Conducted business survey and needs assessment of 15 MSMEs from January to June 2023
  • Conducted business counselling on ICT and Social Media for 30 businesses
  • Assisted businesses to register and obtain loans for SMEs
  • Assisted in the formation of three processing groups in order to obtain financial support to strengthen their businesses.

FINANCIAL SECTOR

The financial institutions reported on the efforts they were putting in to strengthen the sector. The noted measures were being put in place to help stabilize the Cedi as a way of addressing the high inflation rate in the country. The institutions represented in this sector included Banking Institutions, Ghana Revenue Authority and Finance Department of the Assembly.

They reported on the following activities undertaken in line with their 2023 Annual Action Plan.

Ghana Revenue Authority (GRA)

The Authority reported the following activities it carried out from its 2023 Action Plan in the District.

  • Collaborated with the Assembly to recruit personnel for the collection of property rate
  • Measures being put in place to obtain logistics for personnel to collect property rate.
  • Ongoing registration of businesses in the District into the Revenue Database.
  • Collaborated with Assembly and organized one sensitization for stakeholders on property rate

 

Banking Institutions

The Banking institutions present included National Investment Bank, GCB Bank Ltd, Universal Merchant Bank (UMB), Kintampo Rural Bank and Nkoranza Kwabre Rural Bank. They reported on some activities performed from their 2023 Plans, key among which were:

  • Supported famers groups as well as individual farmers in the District with loans for farming.
  • Organized sensitization programmes on radio and Tuobodom to sensitize farmers on savings after their harvest.
  • Supported gari processors with loan facilities to revamp their businesses

Finance Department

The Department presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Organized sensitization on payment of rates and fees at Akina Radion and Classic FM weekly
  • Reshuffled revenue collectors to improve IGF mobilization.
  • Trained revenue collectors on Revenue Mobilization and Assembly Bye-Laws

ENVIRONMENTAL SECTOR

The agencies/institutions under the environmental sector acknowledge the support of the Assembly in the discharge of their duties. They noted an improvement in their service delivery during the first half of the year 2023. They presented the underlisted activities that were carried out during the period under review.

Environmental Protection Agency (EPA)

The Agency presented the following activities performed out of its 2023 Annual Action Plan during the period under review:

  • Conducted inspection for fuel stations in the District to ensure adhere to EPA regulations
  • Sensitized the public on environmental pollution and bushfires in January, 2023
  • Assessed the development permit applications to ensure EPA guidelines are met before approval
  • Conducted routine inspection of development to ensure they are done in accordance with approved permit

National Disaster Management Organization (NADMO)

The Organization reported the following activities it carried out from its 2023 Action Plan on disaster management in the District.

  • Conducted routine monitoring of activities of communities to prevent disaster
  • Organised public education on disaster issues on Classic FM and Radio Link during the month of March
  • Collaborated with GNFS to organise public education on domestic and bush fire in January 2023 in January, 2023

Environmental Health and Sanitation

The Unit presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Monitored food, drugs and water hygiene safety activities at Tuobodom, Offuman and Jama.
  • Managed the abattoir and other slaughter slabs and fish processing sales outlets at Tuobodom.
  • Conducted daily premises inspections in the District during the period
  • Conducted public campaign against open defecation at Buoyem and Atrensu in April, 2023
  • Organized medical screening for food vendors at Tuobodom, Krobo, Aworowa, Tanoboase between January and April 2023
  • Ongoing sensitization on the need to construct domestic toilets

Zoomlion Company Ltd.

The Company presented the following activities performed out of its 2023 Annual Action Plan during the period under review:

  • Monthly disinfection of offices and public places in Tuobodom, Offuman, Buoyem, Krobo and Aworowa
  • Lifted refuse to final disposal site regularly
  • Daily cleaning of streets and public places in the District

Forestry Service Division (FSD)

The Service presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Organized public sensitization on afforestation in collaboration with NADMO in January, 2023 at Tuobodom
  • Monitored the forest areas in the District regulate the use of the forest
  • Undertook tree planting exercises to help protect the forest in June, 2023 at Bonya

TELECOMMUNICATION SECTOR

The representative from the telecommunication companies thanked the Assembly for the opportunity to participate and contribute to the discussions. The Companies therefore presented activities performed from their 2023 plans for the District during the period under review.

 

MTN Ghana

The Company presented the following activities performed out of its 2023 Action Plan in the District during the period under review:

  • Mounted mast at Akokonti and Kokoago to improve on network connectivity
  • Serviced masts at Buoyem, Dampa, Tanoboase, Adutwie, Krobo and Ayeasu to improve on service delivery
  • Conducted radio sensitization programme on the services provided by the network at Akina Radio in March.

Vodafone Ghana

The Company presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Trained merchants on Vodafone Cash services and network operations
  • Mounted a mast at Asamahunu to improve on network connectivity
  • Serviced masts at Tuobodom, Bonya, Jama, Aworowa and Kokroko to improve on service delivery

Information Services Department (ISD)

The Department reported the following activities it carried out in its 2023 Action Plan in the District.

  • Disseminated information on government programmes and activities
  • Conducted radio programme to inform the public on ongoing projects in the District.
  • Collaborated with IDD to conduct social audit on government programmes in the District.
  • Collaborated with NCCE to conduct public education on the District Level Elections.

INFRASTRUCTURE SECTOR

The Departments/Institutions within the sector noted the enormous contribution in the District to ensure a well-planned District. The institutions reported on their activities performed during the first half of the year.

Department of Physical Planning (DPP)

The Department reported the following activities it carried out in its 2023 Action Plan in the District.

  • Prepared and approved Local Plans for Old Gyama or Sector 11extention, Anyinabream Estate and Asueyi
  • Organized sensitization on local plans design
  • Held planning education programmes at Akina Radion, Radion Link, Agyenkwa FM, Classic FM and community information centres at Tuobodom, Aworowa, Offuman, Akrofrom
  • Approved 230 development applications
  • Approved names of 5 streets under the Geographical Information System (GIS) and Street Naming and Property Addressing (SNPA)

Works Department

The Department reported on the following activities performed in the District during the period under review.

  • Undertook weekly monitoring of on-going projects
  • Issued 200 development permits and 30 temporary permits
  • Undertook maintenance of streetlights at Tuobodom, Krobo, Buoyem, Mesidan and Jama-Timponim
  • Facilitated the award of contract for the construction of 6Units Classroom Block at Mesidan
  • Supervised the reshaping, surfacing and formation of Tuobodom-Mesidan feeder road

Ghana Highway Authority

The Authority presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Undertook routine maintenance of roads within the District
  • Evaluated and constructed of speed ramps at Tanoboase
  • Ensured roads constructed in the District met required standards

Lands Commission

The Commission reported the following activities it carried out in its 2023 Action Plan in the District.

  • Held radio programmes at Classic FM and Radio Link to educate the public on land acquisition in Ghana
  • Processed and approved 131 applications for lease (indenture)
  • Conducted routine land survey

 

SOCIAL SECTOR

The agencies/institutions under the sector acknowledge the support of the Assembly in the discharge of their duties. They reported on some activities performed from the 2023 plans presented during the previous meeting held in 2022.

Social Welfare and Community Development Department

The Department reported the following activities it carried out from its 2023 Action Plan in the District.

  • Identified and undertook weekly supervision all day care centres in the District
  • Identified two child labor cases in the District and followed up for resolution
  • Received and resolved 13 child protection, 17 child maintenance, paternity, custody and 5 assault cases.
  • Disbursed funds to 690 LEAP beneficiary households in the first and second quarters
  • Registered 23 Person With Disabilities (PWDs) unto the PWD register
  • Disbursed fund to 53 Person With Disabilities (PWDs) beneficiaries
  • Undertook 243 home visits
  • Organized mass education at Buoyem, Offuman and Krobo zones.

National Identification Authority

The Authority presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Organized sensitization at Tuobodom and Asueyi to promote the use of the National Identification Card in Ghana (banking, sim registration, voter registration etc)
  • Registered 571 new applications (Ghanaians and Non-Ghanaians) for the National identification card
  • Distributed 1,116 Identification cards to registered persons

Birth and Death Department

The Department reported on the following activities performed in the District during the period under review.

  • Registered 47 births and 2 deaths in the District
  • Issued 39 certified copies of entries in the registry of births and deaths
  • Organized sensitization at Classic FM and CICs to educate the public on birth and death registration

Women In Integrated Development Organization (WIDO)

The representative from the telecommunication companies thanked the Assembly for the opportunity to participate and contribute to the discussions. The Organization reported the following activities it carried out from its 2023 Action Plan in the District.

  • Trained women in gari processing
  • Supported 3 women groups at Tuobodom and Aworowa to form associations to access support
  • Trained tomato sellers and gari processors on banking (savings).

Electoral Commission (EC)

The Representative of the EC reported on the following activities performed in the District during the period under review.

  • Registered and transferred voters unto the voter register
  • Begun process towards the conduct of the 2023 District Level Elections in December
  • Trained electoral officers to assist in the registration voters
  • Undertook sensitization programmes at Radio Link and Akina Radio on the 2023 District Level Elections

Posting of Teachers to Day Care Centres

During presentation on the sector, the issue of posting teachers to the Day Care Centres (DCC) came up. The District Director of Education explained that the posting of teachers to the centres was not possible because these centres were not under the mainstream of Ghana Education Service.

After lengthy deliberations, the Committee agreed that the Social Welfare and Community Development (CD&SD) Department in collaboration with the Area Councils should liaise with nearby schools where such DCC are located in order to absorb the DCC to such schools before the beginning of the next academic year in January, 2024.

AGRICULTURE SECTOR

The representatives of the institutions in the sector indicated that there had been improvement in the collaboration between the respective institutions and the Assembly in the year. The representatives reported on some activities performed from their 2023 plan during the period under review.

Department of Agriculture

The Department presented underlisted activities in its 2023 plan that were performed during the period under review:

  • Organized 6 staff technical review meetings / TEDMAG 6 monthly trainings for 24 staff
  • Sensitized 800 farmers each in the 7 Operational Areas on PFJ, PERD and RFJ.
  • Organized 1 district RELC stakeholders’ meeting for 55 (32 Male, 23 Female, 19 Youth, 7 Aged and 2 PLWD) stakeholders during the second quarter.
  • Trained 60 farmers on contract farming.
  • Train 30 livestock and poultry women farmers (27 Male, 13 Female, 19
  • Established 20,000 grafted cashew seedlings to farmers under the PERD program

Farmer Based Organizations (FBOs)

The Organization reported the following activities it carried out from its 2023 Action Plan in the District.

  • Sensitized 50 farmers to form groups in order to access loans to farm more crops
  • Assist 21 farmers to access loans from financial institutions to increase farming

Demonstration of new Crop variety

During presentation on activities in the sector, the demonstrations on crop varieties such as yam, maize and tomatoes were discussed at length.

After deliberation, Members recommended that School farms in the District should also be used for some of these demonstrations as their success would lead to available foodstuffs for these schools.

The Chairman thanked members for attending the maiden meeting for 2023. He expressed his profound appreciation to them for their effective contributions to make the meeting a successful one.

He further thanked Members for their positive response to the invitation and for their continuous dedication and preparedness to work with the Assembly and making all efforts to bring about improvements in the District Assembly.

He concluded by urging Members to continue collaborating with the District to ensure the development of the District.
