Align DACF Expenditure with National Priorities” – DCE Directs Department Heads at 2025 Common Fund Guidelines Meeting

Hon. Kwabena Adom Johnson, the District Chief Executive (DCE), in collaboration with the District Coordinating Director, convened a management meeting with all Departmental and Unit Heads of the Assembly. The session focused on the official guidelines for utilizing the 2025 District Assemblies Common Fund (DACF) in compliance with national directives.

The guidelines, issued under Section 126(3) of the Local Governance Act, 2016 (Act 936), mandate that:

“The Minister, in consultation with the Minister for Finance, shall determine the expenditure categories for DACF allocations, ensuring alignment with approved development budgets.”

This framework guarantees judicious, transparent, and priority-driven use of funds across all districts.

The expenditure framework is structured into three (3) parts, with Part One detailing national priority projects:

  • Design & Construction of 24-Hour Economy Model Markets – 25%
  • Health Facilities – 10%
  • Educational Facilities – 10%
  • Water Projects – 10%
  • Environmental Sanitation – 10%
  • School Furniture – 10%
  • Legacy Project – 20%
  • Administration – 5%

Following the presentation, the District Budget Analyst moderated an open forum, allowing Heads of Departments to:

  • Seek clarity on fund utilization procedures.
  • Discuss strategies for integrating allocations with the Assembly’s Medium-Term Development Plan.

Hon. Johnson underscored the government’s prioritization of the 24-Hour Economy Model Markets and other social intervention programs, urging proactive preparation for fund disbursement. He further stressed:

“Timely and effective DACF utilization is non-negotiable. We must also intensify internal revenue mobilization, monitor collector performance, and enforce accountability to complement these funds.”

The meeting concluded with a unified commitment to implement the guidelines efficiently.
