The physical and special planning department of the Techiman North District Assembly lead by Mr. John Obeng Mensah on Tuesday, 13th February 2024 at Gaskia FM embarked on land education. Here his focus was on the subject “Who is a landlord”. He explained who a landlord is, the steps taken to acquire a land and the responsibilities of the landlord at the Techiman North District Assembly.
Land litigation has become a big issue in all the districts and municipalities across Ghana. Amidst this challenge there has always been a right procedure through which one can purchase land or become a proper landowner without any litigation. The Physical Planning department has explained the step-to-step approach through which one can become a landlord in the Techiman North District.
Step 1
Legally acquire land from chief, real estate developer or through transfer.
- A prospective landowner must go to the chiefs of the land and make a request that they need land for their building. Note that land is a sacred commodity, hence any amount the chiefs charge does not mean you have purchased it.
- If you acquired the land through a real estate developer, make sure the person is a genuine real estate developer in order not to pay money to the wrong person. Confirm whether indeed the real estate developer acquired the land through the chiefs (Nananom).
- Adding to that, if the land was acquired through a transfer, make sure the person who is transferring the land to you has a genuine document. Also, the transferer must inform the chiefs of his decision before transferring it to the transferee.
- An allocation letter or chit will be given to you when land is acquired after fulfilling all agreements.
Step 2
Prepare a site plan for the physical planning department at the district assembly.
- The prospective landlord must submit the allocation letter or chit to the physical planning department at the assembly for preparation of the extract (site plan).
Step 3
Signing of Signatories.
The prospective landlord should make sure all signatories which includes the physical planner, the caretaker chief and the paramount chief sign below the extract or the sight plan.
Step 4
Preparation of the building plan or architectural drawings
Step 5
Submission of documents to the assembly.
All four copies of the architectural drawings or site plans, three copies of allocation letter or chit and three copies of the extract should be submitted to the physical planning department at the assembly.
Step 6
Costing and Payment of building permit fee.
The works department of the assembly does the costing of the permit fee.
Step 7
Then, onward inspection will be carried out upon submission of documents in step five by technical of the subcommittee.
Step 8
Within thirty (30) days the development permit will be ready for collection.
So, every good landlord is the one who has a development permit from the respective MMDAs.
OBLIGATIONS OF THE GOOD LANDLORD.
- Payment of annual grounds rent to the stools land administrator.
- Payment of property rate
- Payment of rent tax to the GRA.
